To see the school prospering among the best schools of Journalism, Media and Communication (JMC) in Africa.”

Such is the vision that drives the new Uganda Christian University (UCU) School of JMC dean, Professor James Kiwanuka-Tondo.

In January 2025, he took over from Prof. Monica Chibita, a dean who for over a decade steered the then journalism/communications department under the School of Education into its own school.

Kiwanuka-Tondo’s determination for the school’s potential to excel as a model in the Media and Communication space is a manifestation of UCU’s motto of A Centre of Excellence in the Heart of Africa.

“The school runs programs from diploma, bachelor’s and master’s degrees and PhD,” he said. “If well marketed and positioned, we can’t fail to be a model school since there not many universities with programs in Media and Communication cutting across from undergraduate to PhD level.”

Kiwanuka-Tondo argued further that there is a need to highlight the expanding opportunities in media and beyond traditional journalism that will keep the school relevant. 

According to the changing employment landscape, he believes that the school should explore private and public opportunities such as media specialist or spokesperson for government and non-governmental organizations, communication campaign designers, digital and social media experts and campaign managers for political, health, environmental and others issues. University curriculum needs research, basic skills and alignment with real-world careers. 

But who is Kiwanuka-Tondo?
Professor. James Kiwanuka-Tondo is a household name painted on the walls of the Ugandan and Global Public Health sector; his main area of research is health communication campaigns with particular emphasis on HIV/AIDS.

The number of infections and high mortality rate of HIV/AIDS registered in the early 90s led  many academics like Kiwanuka-Tondo and government to research and join the fight.

He has a reputation as a health communication expert/consultant. His research in Uganda and elsewhere in East Africa has provided literature for key stakeholders worldwide to take necessary measures to curb the HIV/AIDs spread for over 20 years.

He has published an edited book on HIV/AIDS in Uganda, 18 peer-review journal articles, four peer-reviewed book chapters, one peer-reviewed conference proceeding, and four peer-reviewed research reports and has been a principal investigator (PI) on several research grants.

Because of his efforts in academia, Kiwanuka-Tondo received the prestigious Alexander Quarles Holladay Medal from the Board of Trustees at North Carolina State University (USA) on May 4, 2021. He also was acknowledged as the Outstanding Graduate Professor 2021/2022. In 2019, he was recognized as a member of the Academy of Excellence in Global Engagement for outstanding achievements in international education and research, North Carolina State University.

Work Experience
The son of the late Abraham Shamrock Ntanda Tondo and Esther Namayanja of Mukono District in the central part of the country, he pursued his Bachelors of Arts in Literature at Makerere University in 1978. After graduation, Kiwanuka-Tondo worked with the Ministry of Information in the Publication Section, which is currently the Public Relations Department.

In 1986, he was transferred on promotion to the Uganda School of Journalism at Uganda Management Institute as a senior lecturer and later course director.

In 1987, Kiwanuka-Tondo received a scholarship for his masters from the British Council at the University of Leicester, England, where he pursued his Masters in Mass Communication and graduated in 1989.

He later was appointed as the Acting head of Uganda School of Journalism and later substantive head in 1990 at Uganda Management Institute (Kampala).

In 1992 Kiwanuka-Tondo received a Fulbright scholarship for a PhD; he pursued his PhD in Communication Sciences from the University of Connecticut (USA) and graduated in 1999.

“After graduation in 1999, I was invited back by the Department of Communication Sciences at Connecticut as visiting assistant professor for three years,” he said.

In 2002, he was appointed as an assistant Professor at the Department of Communication at North Carolina State University and later promoted to Associate Professor in 2006 and full Professor in 2021. 

Kiwanuka-Tondo, age 71, serves as the Vice President of East African Communication Association (EACA) and Editor for the Africa Journal of Communication. Tondo and Dorothy Kiwanuka, his wife of 40 years, have three  children.

Allan Kasango, 2019 UCU Literacy Project Intern: ‘I ask the Lord to show me’

“Please,” implored Allan Kasango, “can’t you take just one more?”

Speaking softly but forcefully, the almost 24-year-old asked the three Americans volunteering their time with Uganda Christian University (UCU) post-graduate students to squeeze one more, and then “just one more” into their already-packed schedules.

“You can’t refuse him,” Linda Knicely from Ohio USA said, half joking.

Thus is one special trait of Allan Kasango, a UCU alumni selected for an internship with the fifth annual clinic to help mostly master’s level students with their research and writing. One of Allan’s tasks was to schedule students for individualized coaching with the Americans. He did it well with a reminder, “We need to serve them.”

His curriculum vitae mentions that he is “adaptable, self-motivated and enthusiastic.” Friends, according to Allan, say that he is “humble, caring, loving, calm, helpful.” These characteristics contributed greatly to the fact that of the 115 students enrolled in the 2019 four-week workshop, 91 received one-on-one assistance and most attended the weekly, two-hour lectures.

“I believe in working hard to get what I want,” he said.

The oldest of three children from the eastern Uganda region of Tororo, Allan’s mannerisms are influenced by the compassion of his mother, Justine, and the work ethic of his father, Wilson, a medical doctor with the United Nations and serving in such high-need areas as South Sudan and Yemen. The mom is of Samia culture. The dad is Musoga.

While his father’s position might wield influence for a job, the son is expected to “make it on my own,” Allan said.

It was through his own efforts that Allan found work with The AIDS Support Organization (TASO) and Tororo General Hospital. Both experiences provided opportunities to use the knowledge and skill acquired through his UCU bachelor’s degree in social work and administration. In addition to such clerical tasks as filing and scheduling, he counseled clients about their social and medical issues, including those who are terminally ill.

“I went into communities to help distribute drugs, to provide clients with disease coping skills,” he said. “I listened and offered advice to help people live healthier and longer.”

Work at the two locations was unpaid. Thanks to UCU Partners, an American-based, non-profit fundraising arm of UCU, Allan received a salary of $125 a month for three months. With this, he was able to help with living expenses in the nearby Seeta house he shared with six other family members and “save a little” for a future job hunt and possible support of his siblings, Daniel, age 4, and Fiona, age 16. In Uganda, the oldest child is expected to help with education costs for younger brothers and sisters.

“When I was in primary school, I wanted to be a doctor or a pilot,” Allan said, recalling a song where students would stand in front of the class and insert their early career aspirations in a designated place. He was fascinated with airplanes, but has yet to ride in one. As his education continued, weak performance in science ruled out a job in medicine.

Social work – with its people and service focus – is a good fit. Active listening and caring came easy.

As Allan’s internship came to an end in mid-September 2019, he was looking at job advertisements and discerning next steps while “talking with the Lord.” He was exploring whether he should join an existing social work organization or do something entirely different, such as opening up a wholesale shop with food items.

“I always put my thoughts in prayer,” he said, referring to Matthew 7:7 and its reference to asking, seeking and knocking on doors. “I ask the Lord to show me what to do next. He will open up the right thing.”

Erasing mental health stigma – one person at a time

Note:  This is the first of a two-part series focusing on mental illness in Uganda.  Part I demonstrates how Uganda Christian University (UCU) deals with the problem.  Part II will provide an example of a program making a difference outside of the UCU campuses.

For Irene Ojiambo, the desire to be a counselor came before she could speak the word. As a little girl, she saw people come into her house, crying and looking for her father, a priest. Instead, the distressed men and women got her mother who had them laughing on the way out. That, the young Irene knew, was the job she wanted.

For Joseph Musaalo, the call to counseling was progressive. The students he taught and the steady flow of needy children that his wife, Sarah, brought home found him increasingly wanting to do more. It was an 11-year-old female HIV/AIDS victim who showed up at his job with Compassion International who propelled him to action.

“We were shedding tears together,” Joseph recalled of that day and the pain that he and the girl both felt about the naming-calling she endured as well, for him, feelings of inadequacy to help. “I knew I didn’t want to feel that helpless again.”

So it was that Irene, who aspired to “make people laugh” and Joseph, who sought to stop the tears, became counselors.  Their offices slope down among the trees between the Uganda Christian University (UCU) medical building and the Noll classrooms on the Mukono/main campus. UCU has counselors at all five of its locations.

The first UCU counseling office opened in 2005 – eight years after the university was founded. A pastor was hired to do the job. In 2008, Joseph came on board, seeing UCU students and staff in a small room that was part of the Allan Galpin Medical Center.

“I immediately started making a case for locating the counselor services in a place that would provide more respect,” Joseph, now head of UCU counseling services, said. “There was – still is – a stigma about people seeking help for emotional problems. Some people say they are ‘mad’.”

Today, Irene, who came to UCU four years ago, and Joseph, at UCU more than a decade, offer counseling services in a building that was once a family home. They each see about five people a day or 50 total a week – usually by appointment and most often young females. They hold large meetings in a structure that used to house a resident’s car. A white tent for the twice-a-year para-counseling workshops is nearby.

“Counseling is about empowerment and not advice,” according to Joseph, known as “Uncle Joe” for his regular column in the university’s student newspaper, The Standard. “We listen, give coping solutions and empower people to make decisions, hopefully beyond a one-time crisis.”

Friends and family members give advice that may or may not be the best and could resolve a short-term problem related to bullying, abuse, diet, study habits, drugs and money. Counselors strive to enable individuals to not only resolve a single issue but to have to have the tools to avoid re-occurrence.

Mental health is less understood in developing countries like Uganda, according to Joseph.  Butabika Hospital, founded in 1955 in Uganda’s capital, Kampala, is the mental health national referral hospital for the entire country’s population of more than 40 million. One source notes that 98% of Ugandans with mental health issues have no place to receive services.

The UCU counselors are doing their best to fill that void for students and staff. The overriding issues of fear, anxiety, self esteem and depression are connected to such conditions as drug and alcohol use and abuse, HIV/AIDS and financial deficiency and pressure toward extra-marital and pre-marital sex and academic cheating.

The counselors, along with Richard Bwire, their administrative assistant, know the clients they see barely touch the surface of the campus need. In addition to the negative stigma with asking for help is the requirement that students and staff come to the counselors and not the other way around.

“They have to come to us,” Joseph said. “We know there are many out there who feel isolated with a problem, but they need to take the first step and ask for help.”

One way to help meet the need that is too large for counselors is staff and student training.  Since 2008, there have been 2,073 students and 396 faculty and staff receiving UCU para-counseling training to help themselves and others around them. Topics include self-awareness, and anger, stress and financial management as well as basic information about frequent mental and physical topics that a trained counselor addresses.  There are some conditions – such as Post Traumatic Stress Disorder common to those coming from war-torn areas – that only a certified counselor should handle.

“We are a Christian university and we are Christians, but we always follow the path of the client first; we unwrap the problem,” Irene said. “Some people we see have been hurt by people professing to be Christians.”

One client, one workshop at a time, Uganda’s trained counselors “must change the way of thinking that somehow mental illnesses are less serious than physical ones,” according to Joseph. “And we need to realize that we all have some level and some moments of mental incapacity, but when they become large, we need help.”
